LaGuardia Community College Hires Dr. Kevin J. Martin as Dean of Institutional Effectiveness

LONG ISLAND CITY, NY (September 16, 2025) — LaGuardia Community College/CUNY announces the hiring of Dr. Kevin J. Martin, as the Dean of Institutional Effectiveness, effective September 15, 2025.

Dr. Martin brings many years of expertise in institutional quality assurance and effectiveness, data management and visualization, survey analysis, and accreditation.

In his new role, Dr. Martin will report to President Kenneth Adams, and lead college assessment, accreditation, operational effectiveness, and continuous improvement initiatives. Dr. Martin will track institutional performance against a variety of benchmarks; conduct research and analysis to support planning, enrollment management, program review, and assessment; and synthesize and communicate findings. As the new dean Dr. Martin plays a key role in the college’s strategic planning process and is responsible for the college’s Middle States Commission on Higher Education (MSCHE) periodic accreditation and compliance, including our Self-Study Report, and is the manager of the Office of Institutional Research and Assessment.

“As my prior experience reflects, I have served in a variety of roles in higher education that I will leverage to help the college focus and finish the important work of the strategic plan,” Dr. Martin said. “Institutional effectiveness is about being better tomorrow than we were today, and our great work is about lifting up students and employees, supporting and furthering the entire community in which we live and work, and serving as a place for that community to grow and thrive. This is a great time to be at LaGuardia CC, and I am looking forward to collaborating.”

Prior to joining LaGuardia Dr. Martin served as the Director of Organizational Assessment and Accreditation at Frederick Community College in Maryland, ensuring that the college had a robust infrastructure for tracking organizational progress and also to address the outcomes of the institution’s 2025 Self-Study. At the same institution, he also served as Senior Researcher for Institutional Effectiveness, where he focused on institutional data and trends, developed institutional training plans for the utilization of data dashboards for data-informed decision-making, and the application of key performance indicators (KPIs) across disciplines.

Dr. Martin also previously served in a variety of higher education leadership roles from institutional effectiveness, an academic dean appointment, career services, education faculty, and as an ESOL instructor.

Dr. Martin earned a Ph.D. in Education, Curriculum, Instruction, and Assessment from Walden University. He also holds a Master of Business Administration with a specialization in Data Analytics from Louisiana State University Shreveport, and a Master of Science in Linguistics from Georgetown University. Dr. Martin also earned a Bachelor of Arts in French and a Bachelor of Arts in Biology from the University of Dayton.
