Student Government Association Leaders Advocate for Fellow Students to Address Needs

LONG ISLAND CITY, NY (December 3, 2025) — The Student Government Association (SGA) at LaGuardia Community College is composed of a diverse and dedicated group of student leaders who serve as the official voice of the student body. Together, they advocate for students’ needs, interests, and concerns while working closely with college administration, faculty, and staff.
LaGuardia’s SGA includes first-generation students, international students, and aspiring public servants who are committed to enriching campus life through programming, collaboration, and student-centered initiatives. Their work helps ensure that every student enjoys a meaningful, supportive, and rewarding educational experience at LaGuardia.
The 2025–26 SGA members are:
- Garret Morgan Jr., President
- Phenelope Lolo, Vice President
- Rebecca Ramos, Secretary
- Hsu Pyae Pyae Moe, Treasurer
- Ray “Liza” Garman, Parliamentarian
- Mila Menino, Program and Event Coordinator
- Fatima Herhar, STEM Academic Representative
- Ian Patino, Business and Technology Academic Representative
- James Bino, Health Science Academic Representative
Garret Morgan Jr., SGA President
Born and raised in Astoria, Queens, Garret developed an early interest in politics during high school, which inspired him to pursue a major in political science.
“I am guided by the belief that serving in office isn’t about what I want, but about what the student body needs,” Garret said during his presidential campaign. “It’s about working as a team with my fellow SGA members to get things done. Everyone deserves a safe environment and access to a quality education.”
Garret represents students as a member of the President’s Cabinet, where he offers insight on college-wide issues.
“One of the most important issues right now is access to information,” he explained. “LaGuardia is working to improve communication with students, but there’s still more to be done. I hope to collaborate with the college to develop new and more effective ways to share information so all students can stay informed.”
Phenelope Lolo, Vice President
Originally from the Philippines, Phenelope is a psychology major who aims to strengthen student engagement across social, cultural, and academic activities.
“I want to promote inclusive, student-driven programming that reflects the diversity of our community,” she said. “By partnering with clubs, cultural organizations, academic departments, and campus health resources, we can create events and initiatives that resonate with students of all backgrounds.”
Improving communication and collaboration between SGA and other campus stakeholders is one of her top priorities.
“My goal is to build stronger bridges through consistent dialogue and collaborative problem-solving,” she said. “By fostering transparency and mutual respect, SGA can more effectively influence institutional planning and ensure student voices are part of key policy discussions.”
Hsu Pyae Pyae Moe, Executive Treasurer
Hsu, a first-generation college student from Myanmar, is majoring in Business Administration.
“Entering higher education without prior guidance taught me resilience and adaptability,” Hsu shared. “I wanted to join SGA to actively support student welfare and academic success.”
Her role as Executive Treasurer directly aligns with her academic and professional goals.
“SGA gives me an opportunity to apply what I’m learning—financial management, organizational planning, and leadership—in a real institutional context,” she said. “My aim is to help create a more organized, informed, and supportive campus environment.”
Hsu believes that improving advocacy for student rights and wellness begins with strengthening access to existing support systems.
“Many students don’t know where to turn for help,” she explained. “I hope to streamline referrals, improve coordination with campus offices, and share important updates more clearly.”
Looking ahead, she hopes to reinforce the foundation of SGA for future leaders.
“My long-term goal is to ensure that SGA’s financial processes are clear, consistent, and easy for student organizations to navigate.”
James Bino, Health Science Academic Representative
James moved from Nigeria to the United States in 2023 and is currently an undeclared pre-health student working toward admission to the Nursing program.
“When I decided to pursue my career goals, I wanted a college that offered an excellent and affordable pathway,” James said. “LaGuardia was the best choice for me. My experience here has been amazing—I’ve learned so much about myself as both a student and a leader.”
Recognizing that many students struggle socially during their academic journey, James was inspired to join SGA to amplify student voices.
“One of my biggest motivations was my desire to serve as a voice for those who feel unheard,” he said. “I want to be a strong liaison between students and the college. This aligns with my long-term goal of running for the U.S. Senate someday.”
James hopes to expand opportunities for student input and increase awareness of SGA’s work.
“By the end of my term, I want to establish a platform where students have a greater say in shaping their college experience,” he said. “We need to make SGA more accessible and visible—not just to students, but to faculty and staff as well.”
