    LaGuardia Community College APEX Accelerators (LaGuardia APEX), formally known as Procurement Technical Assistance Center (PTAC), was established in 1999 to help businesses in Queens and beyond market their goods and services to the Federal, State and local governments. We strive to simplify the steps needed to help you successfully sell to the government. The LaGuardia APEX is funded in part through a cooperative agreement with the Department of Defense (DOD) Office of Small Business Programs (OSBP).

    LaGuardia APEX offers procurement technical assistance and training workshops to meet the needs of any sized business, including minority owned small business (MBE), disadvantaged owned business enterprise (DBE), service-disabled veteran owned small business/veteran owned small business (SDVOSB/VOSB), and women owned small businesses (WOSB), to name a few.

    What We Provide

    We provide the following services:
    • one-on-one business counseling
    • training on government contracting
    • review of bids, General Services Administration schedules and contracts
    • procurement regulations assistance
    • research and analysis of goods or services
    • access to bid opportunities via our database
    • opportunities for small businesses to participate in organized events and networking sessions, as well as expos and matchmakers, where they meet with government buyers, Agency Chief Contracting Officers (ACCOs) and key representatives
    • assistance with marketing and advertising to government agencies
    • seminars and workshops on topics related to government contracting
    • assistance to Minority Owned Small Businesses and Women Owned Small Businesses in obtaining Federal, New York City and New York State Minority/Women Business Enterprise (M/WBE) certifications

    LaGuardia APEX has a client base of over 2,000 businesses. What separates us from other programs is that we support our clients throughout the entire government contracting process. We offer continuous exposure to the government sector through workshops and seminars during the year that guide and support your interest in government contracting as well as inform you of any new changes within the government sector. Our one-on-one counseling truly provides you with a personalized learning experience and individualized business review.

    Our clients have received over 4,000 individual awards and over 1 billion dollars in government contracts. Our services are available free of charge.

    Healthcare Consultants Company Notes LaGuardia PTAC's Expertise


    Vanessa Best, CEO of Precision Healthcare Consultants, which provides expertise in coding and compliance audits and revenue cycle management as well as credentialing and marketing services, came to LaGuardia Procurement Technical Assistance Center (PTAC) looking for a high growth strategy that would help her sell to the government and take her business to the next level. PTAC worked closely with Ms. Best to help achieve her goals.

    "The proficient, qualified staff at PTAC has become an invaluable resource that has accelerated our growth at Precision," Ms. Best said. 

    Since becoming a PTAC client, Precision has had many successes, including:

    • Securing and completing a contract with the US Department of Labor/Employee Benefits Security Administration
    • Being invited by New York City Governor Cuomo to present a panel at the 2015 New York State MWBE Forum in Albany
    • Teaming with another MWBE on a New York State hospital contract
    • Completing a contract with one of the largest hospitals in the Department of Defense and receiving a certificate of Appreciation (picture on the left)

    As an alumna of the Goldman Sachs 10,000 Small Businesses education program at LaGuardia, Ms. Best asserts, "There are great things happening at LaGuardia to help businesses scale. The services received from PTAC have helped propel our growth. We are on track to see our revenue increase by 50% by the end of the quarter."

  • Lauren Fleshler

    PTAC Advises and Intervenes to Aid MWBE Certification


    Lauren R. Fleshler (dba Easily Said & Done) is a sole proprietorship founded in 2014 and specializing in customer experience, simplified communications and business strategy.

    “It’s not just what we communicate that matters, but also how. Clear, compelling content and experience enable audiences to understand, comply, and apply our clients’ information, training, and resources. By simplifying complex information, ideas, and processes, we help our clients spend less to achieve greater impact, engagement, compliance, and loyalty,” Mrs. Fleshler states.

    In 2015, she began to explore Women's Business Enterprise (WBE) certification with New York City and New York State. She met with the LaGuardia PTAC team to learn about the application process and review some of the relevant paperwork required. While it took her another two years to submit an application through New York State’s online system, the delay was largely due to other personal and business priorities taking precedence. Her fast track application to New York State was finally submitted in September 2017, and according to the electronic system, went into processing the following month. In May 2018, she began to reach out to the New York State Minority/Women-owned Business Enterprises (MWBE) office regarding an update on the status of her pending application. After several unsuccessful attempts by email and telephone, she reached out to LaGuardia PTAC again in late June to see if the team might be able to find out where things stood with her application.

    She was informed a couple of weeks later that the LaGuardia PTAC Director, Edgard Hernandez, had contacted someone in the state MWBE office regarding her application. Within two months, she received her New York State WBE certification notice, and following weeks she received WBE certification from New York City and Port Authority of New York/New Jersey.

    “I am quite convinced that if LaGuardia PTAC had not intervened on my behalf I would still be awaiting a decision on my New York State WBE certification today. Additionally, I received my certification just in time to prepare for and attend several MWBE events in New York City, which bring owners of certified businesses together with city and state contracting agencies. The LaGuardia PTAC team was incredibly helpful in preparing me for these events by discussing with me the types of materials and online content I should develop, reviewing several drafts of my capabilities statement, and advising me on the various governmental agencies that might be most in need of my communication services,” Mrs. Fleshler says.

    As she continues to navigate WBE contracting opportunities at the state and city levels, she knows that she can continue to rely on LaGuardia PTAC to assist her in pursuing opportunities with the greatest possibility of success.
